CAAP 54-1 - THE YEAR 2000's AUSTRALIAN FLIGHT MANUAL DISASTER

CAAP54-1 says that the Unique Australian Flight Manual you HAD to have until 16th August 1999 must be replaced by a new kind of flight manual, or by placards, before 16th August 2000. The  period of grandfathering, when either the old or the new type of Flight Manual is legal, is only one year. See www.airsafety.com.au/caap5411/ for an unofficial version of this Civil Aviation Advisory Publication.  I produced this version myself and cannot guarantee that it is accurate.  I offer it as an aid to understanding, because it's a user-friendly version of the official document.  But you must not rely on it, and should rely only on the official version.

In my opinion the one-year grandfather period is far too short, and represents a dreadful failure of AOPA to represent its members properly in the legislative process.  You can see my views and the views of others on the AirSafety forum .

But my views on what ought to have been done are of little consequence now, because we are stuck with a one-year grandfather period.  Everyone must stop using the old Unique Australian Flight Manual on 16th August 2000.

What we now need to do is get constructive and share our experiences so that the overall cost to the aviation community is kept as low as possible.  I will publish, on this website, all contributions that are e-mailed to me.

  1. Survey faxed to 2,000 owners of Australian aircraft on 20th June 2000.
  2. Responses received to that survey.
  3. List of organisations offering to assist aircraft owners to satisfy CAAP 54-1.
  4. Do It Yourself Information Sources.
  5. Suggested letter to your Member of Parliament mailed to every registered aircraft owner in Australia, commencing 28th June.
