Results of AIR SAFETY AUSTRALIA's ballot on
Aviation Reform
In the period 10th to 23rd
September 2001, AIR SAFETY AUSTRALIA conducted a
ballot on aviation reform in Australia.
The result was an overwhelming rejection of the
present situation, whereby CASA runs the reform
process. Only 4 members want that to continue -
out of more than 400 who voted. The majority was
in favour of the Minister's Office running the
Reform Program, with a slightly smaller number
wanting the reform program halted, full stop!
Whilst the ballot was under way, the situation
changed dramatically -
Firstly, on 11th September the infamous terrorist
attacks took place in the USA. These attacks will
provide the basis, in years to come, for all kinds
of attempts to restrict our Freedom to Fly
Responsibly.
Secondly, on 14th September CASA published Notice
of Proposed Rule Making (NPRM) about CASR Part 91,
a hostile piece of anti-aviation legislation which
bears no resemblance to FAR 91.
Thirdly, on 21st September CASA published a
separate NPRM, number 0115ss, which if implemented
would have the effect of destroying Ultralight
Aviation as we presently know it.
Below are set out the exact results, the question
asked, and the remarks made by each and every
participant.

THE BALLOT QUESTION
AIR SAFETY AUSTRALIA is
conducting a ballot to determine the wishes of
members on the matter of aviation reform.
After reading the following question, please
decide the order in which you prefer them and
number the boxes accordingly - 1 for the
alternative you like the most and 3 for that which
you like the least.
Australia has been engaged in a program of
aviation reform for the past five years.
This program has produced some benefits, such as
the Private Instrument Rating. However it
has also produced disadvantages. It has also
produced a lot of confusion and uncertainty.
The process may work better if it were conducted
by the Minister's office rather than by CASA.
What is the order of your preference (1 for most
preferred, 3 for least preferred)
___ The Aviation Reform program should
continue to be run by CASA
___ The Aviation Reform program should be
run by the Minister's office
___ The Aviation Reform program should be
halted
e-ballot will count all votes and report the
results to AIR SAFETY AUSTRALIA. e-ballot
will also confirm each vote back to the
voter. If you do not receive a confirmation
direct from e-ballot within 7 days it means your
vote has gone astray.
The ballot closes on Sunday 23rd September at
12:00 noon Australian Eastern time.
Only members of AIR SAFETY AUSTRALIA may vote
... Members may vote once only.
THE COMMENTS MADE BY OUR MEMBERS
Participant 0024
"There is no doubt in my mind that CASA play
the man and not the ball and this coercion should
be taken from them as they do not have the moral
fortitude to administer the power they have in a
fair way"
Participant 0027
"The reform should continue - Not sure either
of these options will work"
Participant 0028
"Keep up the good work!"
Participant 00229
"Considered reform is doubtless needed.
However reform for reform's sake or change without
focussed objectives, particularly without full and
proper consultation with every segment of the
Industry is costly, self-defeating and has the
potential to frustrate, un-nerve and encourage a
sense of cynicism in all concerned. Particularly
the very people that are intended to be helped by
the "Reforms". Dealing with Humans means
that there is always going to be a political
factor in any equation. However, for genuine,
sustainable and widely accepted reform, the
politics need to be acknowledged and then put to
one side."
Participant 00231
"The Aviation Reform process has been under
way for 5 years. Reform (i.e. change) has become a
goal in itself. No consideration is given to
whether there will be any tangible benefit from
the change. On balance it is better halted."
Participant 00235
"? Life after CASA decisions are too penalty
related that is causing people to opt out of
flying. The ministers office would ?? ?? People
from CASA."
Participant 00239
"Boyd - have a look at Prescribed local
operations for a stuff up. They excluded
"amatuer built" from AOC's - meaning exp
categ owners have been unable to have any training
or BFR's for 9 months. - ?? They have found
that the licensing branch don’t have a separate
training ?? For a Exp cat - result a reversal -
but the exclusion remains ?? ?? AOC's. CAR 262 AM
(2) (g) and CAR 262 (2) (d) previously allowed
flight schools to do training in exp cat aircraft
- and they have not been changed! This is a bloody
stuff up and it has left us unable to give new exp
cat owners any training incl BFR's."
Participant 00251
"Thanks again Boyd and Jim"
Participant 00258
"Aviation reform should be carried out as
follows. 1. Interest parties should nominate
reforms - why needed, effect and benefits. 2.
These statements recommendede to go to industry
for comment 3. Th industry board (CASA minority
member) recommends - implementation to
minister."
Participant 00262
"The reform programme is badly off the rails
and the resulting documentation is designed to
place enormous discretionary power in the hands of
CASA.It is directed at obtaining convictions more
easily rather that providing clear and stable
regulations to which the industry may"
Participant 00266
"CASA is a dead weight to Australian
aviation."
Participant 00267
"The reform should be halted until both the
minister and the senior public servants in CASA
have the in-depth knowledge to carry out such
reform. The current management appears to lack
vital and basic aviation based knowledge and make
error after error. When (or if) the Government
gets around to see'n that CASA has a better
management structure, I may cast my vote a little
differently. At the moment, and for the past 15/20
years, the lack of general business knowledge by
the troops and generals is appalling. Well, the
proofs in the pudding, they are getting quite a
reputation for busting companies, even the big
one's! And all in the name of aviation safety. Let
Power rule Surpreme under the swelling empire
called "aviation safety".."
Participant 00270
"Must be independent of CASA ?? ?? Under
respected independent chairman. Run by CASA or
halted altogether are poor second choices."
Participant 002118
"If reform continues down its path to date,
we soon enough won't have enough of an industry
left to need CASA at all. Hey, could that
work??"
Participant 002125
"I think it is better to close down reform
for a period in order to ???? The extraordinary
number of staff at CASA before starting again from
an ??? At the ministers office."
Participant 002128
"Anything! (repeat anything) done by CASA
must be suspect. Sorry, but I loved the previous
attitude of "THE DEPARTMENT" (pre-CASA)
and don't now, trust them one millimetre - I wish
I knew how they got it so wrong."
Participant 002129
"Thank you for e-ballot, at last I can have
some input."
Participant 002150
"I have just returned from holidays -
consideration of my ballot will be
appreciated."
Participant 002152
"Keep up the good work"
Participant 002159
"Reform should be geared toward simplicity
& minimising costs. Should be centered on need
for reform issues."
Participant 002160
"Regulation for private use aircraft is over
the top."
Participant 002161
"Keep up the good work."
Participant 002164
"CASA is a disaster"
Participant 002169
"Sorry about the delay. Just got back from
Perth. Replyed first chance today."
Participant 002170
"If Labour gets in you should forget the
whole idea of reform."
Participant 002171
"It really seems change for the sake of
change."
Participant 002182
"This whole fiasco is further proof of
"Power corrupts - absolute power corrupts
absolutely. The debacle must end!"
Participant 002188
"I was originally involved in the reform
process as a member of SAAA experimental category
committee. Recent results have made flying much
less attractive."
Participant 002191
"I find it difficult to believe that CASA has
a sinister hidden agenda for GA. Perhaps they are
so busy with the big boys that they don't give a
rats about us!"
Participant 002201
"Congratulations to A.S.A for working on
behalf of all Aust. Pilots."
Participant 002207
"Decisions on Law reform traditionally rest
with the people concerned through their
representatives not the enforcers."
Participant 002216
" Maybe a comment to the Federal Tourism
Minister, that if ASA charges were reduced then
more Australians may fly because of cheaper
tickets which in turn leads to more flights etc. _
e.g removal of Air Nav Charges and Terminal
Charges (landing charges) from the regional air
space would help tourism."
Participant 002221
"The reform should be scrapped until proper
consultation processes with industry and
representatives of general aviation are complete
and understood by all parties in a truly
democratic manner, as determined by Australia's
democratic processes. I for one am tired of the
Lawmakers deciding what is best with total
disregard for the user."
Participant 002230
"Keep up the good work Boyd"
Participant 002233
"I have no doubt about the need for reform of
the regulations but given half a chance the
present CASA regulators will make it worse. They
will probably have a field day in the name of
anti-terrorism in the near future. I have grave
doubts about a reform program being run by the
Minister's office considering the past performance
of the incumbent and the Shadow Minister. It seems
unlikely to me that a Minister would be prepared
to give the large task the necessary priority. Can
we possibly influence enough sensible people in
CASA or perhaps our only hope is to keep on
attacking the draft regulations piece-meal in
political circles as you have been doing - an
awesome task I know for which we owe you our
thanks."
Participant 002234
"This simply looks like CASA flexing its
muscles and promoting 'full employment' for its
staff even when something doesn't need to be
changed.......wasting taxpayers
money.......shameful"
Participant 002254
"I entirely agree that CASA make changes for
the sake of change. I too have been a victim of
Fax ?? From CASA"
Participant 002268
"I do not believe CASA should be in charge of
any reform."
Participant 002271
"Are computers every wrong? - recently we
re-financed our home for business purposes -
imaging the fun we had trying to establish the
property was ours - yes somebody had shifted 1
figure on our property details."
Participant 002277
"I support your thought Boyd, keep it
up."
Participant 002280
"If it aint broke - don't fix it!"
Participant 002286
"I agree that the reform process is not to
the benefit of GA flying but only seems to be
driving GA flying to be non-existent & for all
GA activities to cease."
Participant 002290
"GA aviation in Australia has been almost
wiped out, because of too much reform and
compliance factors. CASA is hell bent on
destroying what is left ?? ?? To stop this
process."
Participant 002301
"Note that I am only a student pilot"
Participant 002307
"Do they ?? In these ?? ?? - so that we miss
others? We need "truth in drafting
Regulation" legislation"
Participant 002310
"The reform has delivered parts 21-35 to the
advantage of local industry establishing
experimental and primary categories as well as
streamlining other processes by reducing 3 tier
legal to 2 as it should be. The reform was
achieved only after several parties presented CASA
and the minister with detailed drafts of all the
changes together with?? Etc. They were derived
from the US FARs and NZ and bypassed the legal
drafting / CASA. It was a shock to CASA that
private citizens should initiate and detail
changes direct to parliament. But it worked and
should continue. That exercise cost thousands of
dollars and and hours but it was worth it. Hence
my support for dealing directly with the
minister."
Participant 002318
"Only if Anderson is no longer
minister."
Participant 002319
"Reform can only be successful by industry
consultation and I do not believe CASA does that
adequately by holding meetings only in
major/capital cities. I am not convinced reform by
the ministers office will be any better. CASA
conducted a recent phone survey over reform
through a group of consultants: they had generated
a series of questions and depending on the
answers, different questions followed. When I
pointed out their charter/aerial work categories
were not correct or appropriate I find out the
consultant has never flown in a Light/GA category
aircraft! When I faxed the head of airservices
Australia over this $1.65 Avfax fiasco they claim
to have consulted with industry. I asked for a
list of names 6 months ago, not one name! (now its
$0.50)"
Participant 002326
"I don't believe we would get any better deal
from the current ministers office than we would
from CASA."
Participant 002327
"Thanks for drawing my attention to
this."
Participant 002329
"As a pilot who only flies for pleasure I see
no need for reform at this stage."
Participant 002331
"We just have to keep fighting."
Participant 002334
"Keep up the good work"
Participant 002341
"CASA should consult with more aircraft
owners prior to bulldozing legislation through
without any consultation and representation."
Participant 002346
"The reforms proposed appear to be not in the
interest of private aviation and greatly add to
the mistrust of CASA"
Participant 002349
"CASA should involve itself in assisting the
aviation industry instead of trying to introduce
laws which further inhibit forward progress to
safety and viability."
Participant 002354
"My thoughts on the subject are unprintable.
Best of luck."
Participant 002355
"I feel we have more chance of input if it is
run by the ministers office than if it run by
CASA."
Participant 002356
"I feel that reform is needed but it should
be taken out of CASA hands we have more chance of
input if it is run by the ministers office."
Participant 002364
"CASA has too much power, seem to be more
concerned with the Big boys, not GA."
Participant 002365
"I believe that the Minister should be
directly involved and in control of the Aviation
Reform Program, so that sensible, workable, cost
effective and most of all SAFETY RELATED reforms
are DECIDED upon and introduced, only after
complete and unbiased consultation has taken
place. (Why introduce change if it’s not safety
related?) If safety isn’t the first priority,
why have change?CASA should be responsible for
seeing that the rules and requirements are
complied with, but not for forming the rules as
well. Otherwise, there is the distinct possibility
that those who form the rules and police the rules
and interpretthe rules and decide on the
punishment for breaking the rules, may not be
entirely unbiased in their judgements."
Participant 002367
"I would prefer that the reform program be
abandoned than that it continue to be run by
CASA."
Participant 002379
"It's enough to drive you away from
aviation."
Participant 002382
"Aviation reform should only become law when
through consultation and agreement within the
industry has been reached."
Participant 002390
"Thanks for being our watch dog (the only
one)"
Participant 002393
"CASA must be stopped it is a bureucratic
department out of control."
Participant 002442
"I would really like CASA to control the
reform but not in its current state. Reform must
be achieved through consultation and only
implemented after thorough scrutiny by all facets
of the aviation industry. CASA's current hard nose
attitude is hurting GA and it has the audacity to
make or change regulations the affect individuals
but refuses to be held accountable for its
actions. If CASA's decisions were open to
litigation I am sure aviation reform would slow
down but the reforms that were implemented would
be sound and good for the industry."
Participant 002447
"The minister would need to be 'hands on',
not a lame duck like the present incumbent. With
regard to aircraft registration, what is so
different to motor vehicle registration? NSW RTA
manages a system that registers far more vehicles
that all Australian aircraft with prompt service
and minimal problems."
Participant 002451
"Th aviation minister appears naïve to
CASA's desire to make things so hard we don’t
want to fly or he feels the same way!"
Participant 002453
"Reform should continue ?? With consultation
with those effected by the reforms."
Participant 002470
"Change to simplify, clarify, free up our
skies for VFR. Light aeroplane flying is the only
change that I want to see - ?? Higher penalties as
for road traffic offences."
Participant 002473
"Why cant the minister include AIR SAFETY
AUSTRALIA and other relevant bodies in
comprehensive reform program to reflect 21st
century requirements for he foreseeable
future."
Participant 002491
"I don't think CASA can be trusted even if
the ministers office was to run it. CASA has too
much influence through the public service."
Participant 002497
"It is impossible for a private pilot to be
up to date with the aviation changes."
Participant 002498
"I will be writing to the local Mp as
well"
Participant 002509
"In respect to the australian aviation reform
program in general it should only ?? ?? which
promote cost savings and efficiency - good enough
shoud be ?? - the cost/efficiency factor should be
the first consideration - otherwise there will be
"no industryto reform" just a ????"
Participant 002511
"Thanks for taking the time and money to
follow this through. Apathy is our biggest problem
in this country."
Participant 002512
"We do not need anymore reform we are
over-regulated now."
Participant 002516
"Reform program should be halted - re
constituted - then conducted by the ministers
office."
Participant 002529
"CASA seem hell bent on persecuting the
honest pilot and aircraft owner and turns a blind
eye to people like the skydivers at Barwon Heads
jumping through cloud after receiving many
reports."
Participant 002536
"Its time the whole CASA organisation had the
"PULL THROUGH" treatment. The ability of
CASA inspectors to ground the aircraft for minor
defects like loss of decals or tyres worn on one
side is nothing short of ridiculous."
Participant 002550
"We definitely need more input from
grassroots GA - CASA must be made to listen."
Participant 002553
"poer failure caused loss of previous
fax"
Participant 002558
"CASA is out of control. They should have to
abide by t he same rules they supposedly
administer."
Participant 002559
"I would say halt the reform a minister who
is interested in transport is appointed, and the
whole issue of CASA is reviewed - more important
to change them than regulate."
Participant 002591
"If the reform process is halted, ?? Should
be made to consult with industry to ?? ?? A new
reform ?? Under new CASA ?? ?? Simplify aviation
regulations."
Participant 002601
"CASA appears to be run by vindictives and
that is scarey."
Participant 002604
"Let's put an end to CASA full stop!"
Participant 002618
"I don’t really understand all this but
have no faith in CASA what ever, I see Labor is
going to sack Toller if they get in."
Participant 002625
"Not at this stage"
Participant 002626
"Exactly! Who wants change for changes sake!
I would only support a reform designed by people
who fly!!"
Participant 002633
"New rules usually mean more penalties, we
have more than enough rules already."
Participant 002635
"Thanks Boyd"
Participant 002638
"For the future of aviation I agree laws
should be introduced from the ministers office and
not CASA."
Participant 002640
"Stop change for the sake of change and
disguising it as 'safety'. The current
registration system works so do not fix it!"
Participant 002641
"Stop change for the sake of change and
disguising it as 'safety'. The current
registration system works so do not fix it!"
Participant 002642
"I keep hearing people in the industry being
afraid to act due fear of retrinution by authority
officers."
Participant 002645
"I think I ?? I am a member of AIR SAFETY
AUSTRALIA, if not may I join."
Participant 002647
"I joined AIR SAFETY AUSTRALIA at inception
P.S AIR SAFETY AUSTRALIA please note. My company
owns Lancair VH-xxx (kit built) I am retired PPL
holder and retired RAAF flight crew officer (WWII)
I am keen to sell VH-xxx and CASA's
controversial/flight manuals etc Seem unnecessary
and complicated to me."
Participant 002649
"Civil Aviation Act needs amendment to
incorporate a holistic approach to national
transport and make growth in aviation sector a
CASA responsibility."
Participant 002650
"Leaving CASA in charge of rule making /
policing & judging is a travesty of out
Westminster system and a recipe for disaster"
Participant 002653
"Please combine with AOPA. Divided we
Win!"
Participant 002654
"Thank you Boyd"
Participant 002655
"The industry is falling into an abyss so
deep we will never get out of it. CASA &
Ansett have the same problem - management."
Participant 002658
"As a COR, COA holder, LAME and PPL I agree
that some reform from time to time is vital.
However, years of confusion leave one more than a
bit bewildered especially trying to operate a
maintenance business and fly."
Participant 002659
"CASA remind me of the SS. Get rid of the
useless pricks and start again. Keep politics out
of the industry."
Participant 002661
"Keep up the good work"
Participant 002662
"Aviation reform run by CASA. CASA should be
answerable ?????"
Participant 002663
"Aviation reform should be run by the
ministers office with support by the industry.
Workers from the industry should formulate the new
regs."
Participant 002665
"CASA culture has again declined aviation and
increased costs. CASA culture has no justifiable
direction."
Participant 002666
"Why not adopt the whole rules and
regulations of the FAA in the USA? They have a
better safety record than us even with their worse
weather."
Participant 002668
"I am not sure if I am a member of AIR SAFETY
AUSTRALIA. I was surveyed as an operator about all
this and it was a Joke."
Participant 002669
"The minister needs information which is
better than that of his advisers who don't know
anything. You have to be credible and get his
confidence. He needs to have a small business
slant too. Too many boy scouts and weekend
warriors are confusing him.Small business (GA)
need change. GA must be seperated from airline
issues and from ??? Organisations. CASA is killing
GA charter & flying training organisations
every day. Wh?? Including us in airline RPT type
legislation. Many of our rules have nothing to do
with safety!"
Participant 002670
"Keep at them Boyd or they'll go
berserk."
Participant 002674
"As I am about to confront CASA on another
matter please ?? Register my vote - then accept my
resignation. I shall rejoin when I have solved my
'problem'."
Participant 002675
"CASA's lack of experienced personnel is
making the ?? Worse by the day"
Participant 002678
"Should be halted until we get a handle on
where reform is going."
Participant 002679
"Cost efficient reform (modernization) should
continue"
Participant 002680
"Changes should benefit those intended to be
served by it and those effected by it. Change must
not disadvantage anyone!"
Participant 002681
"The Government office, and only the
government office should be in control of reform,
consulting with all concerned."
Participant 002682
"Waste of time and money and aircraft
registration should (and could) be very simple.
Lets go FAA like NZ."
Participant 002683
"There is an old saying "if it aint
broke don’t fix it""
Participant 002684
"This is one reason I fly 600+ hours in my
ultralights (auf reg) and under 100hours in ?
Cessna 182."
Participant 002688
"I agree completely with your analysis. There
are obviously too many people employed by
CASA."
Participant 002689
"If the CAR'S Running well leave it
alone."
Participant 002690
"I have had enough of change for chanes
sake."
Participant 002691
"Good on you Boyd."
Participant 002692
"Keep it up"
Participant 002695
"I am in favour of "steady as she
goes" IE get rid of the public servants that
dream up ideas to create a job for themselves and
anguish for us."
Participant 002697
"It appears to be a continuation of
"change for change sake" when will it
stop, when there is no General Aviation left in
this country."
Participant 002698
"Did not receive this form until arriving at
my office this morning"
Participant 002700
"Dick Smith had the best ideas but in the end
he didn't have the support of CASA. CASA has lost
the plot."
Participant 002703
"Confusion too much to absorb."
Participant 002704
"Having been away I was sure I had missed the
cutoff date."
Participant 002705
"Obviously the minister needs to have much
greater control over the direction of outcomes
sought by reform."
Participant 002708
"I can not quite understand this waste of
resource. Re writing the Laws increasing the
penaltys. All over 10000 Australian aircraft. How
many staff to ?? Compared to the motoring
regulator. What an almighty stuff up."
Participant 002710
"Why are we fixing things that aren't broke,
if this was applicable to our aircraft none of us
would be flying anymore (it is not far off
it)"
Participant 002713
"Only if "reform" is conducted by
the ministers office will "AIR SAFETY
AUSTRALIA" and the general aviation industry
be able to have effective input(?)"
Participant 002714
"Sorry I have been away and this answer is
delayed. Keep up the good work. AOPA have ceased
sending notices as I have not paid my fees."
Participant 002715
"Well done Boyd - Thank goodness for your
watchdogness - for goodness sake lets get some
commonsense into these beuraucrates"
Participant 002719
"My Apologies! Though I am not sure about
Ministers doing the right thing."
Participant 002720
"Thanking You"
Participant 002724
"I'm totally frustrated by continual change!!
Let's get it right the first time + stop wasting
time + money."
Participant 002725
"Keep up the good work."
Participant 002729
"The alignment of the CASR with the JAR may
have partial relevance to VH operations,
internationally but to alter the size of
registration letters on the GA fleet to comply
with the JAR is crap. However, the next time that
I flit across to England in theJ3 Cub I will know
that I will not attract criminal charges if the
rego letters are of a size that does not offend
the poms. I joined the department of name changes
in 1978 as a LAME. My permanent appointment to th
epublic service was delayed for severalyears
because the Civil Aviation System was being
"reformed". It is still being reformed
today, for a long time it appeared to be of some
benefit, now I feel as though enough is enough.
Having just read NPRM 9807RP "registration of
aircraft" The feeling is re-inforced."
Participant 002730
"I have participated in the review since its
inception and I am firmly of the opinion that the
review cannot possibly succeed while it is under
the direction of CASA. I am also a member of the
Standards Consultative Committee and I believe
that the committee has become simply a rubber
stamp for CASA's decisions - Industry really has
no say at all."
Participant 002731
"It is sad that CASA should be continually
frustrating and even ?? Our aviation industry
instead of assisting."
Participant 002732
"Stop change for the sake of change - Get rid
of chiefs from B/S castle and startagain."
Participant 002733
"AIR SAFETY AUSTRALIA with Dick Smith and
associates should approach the minister to assist
his office to restructure CASA, review its
expenditure costs without lose of valued
employees"
Participant 002734
"I have emailed other aviators to add their
comments It's (CASA) is a mess but how do you fix
it!"
Participant 002735
"I find the "reform of aviation" ?
Very confusing and irritating. Much of the ??
Sounds like something out of "yes
minister" ?? Must simple PPL's be forced to
become involved in these unnecessary changes. Just
leave us alone to get on with flying safely for
pleasure eg: My aircraft does not need a new
flight manual - the one I presently use is quite
adequate."
Participant 002737
"Thanks for your assistance."
Participant 002743
"I don’t trust CASA to run anything - let
alone something as important as the Aviation
Reform Program."
Participant 002745
"I have always said that CASA staff could not
have a piss without wetting their trouser's legs,
but it appears they are now bent on rendering the
humidity on those who pay for their
existence."
Participant 002747
"CASA no longer has my respect. I turned 68
today & CASA, after my 40 year service to
flying training, no longer gives me respect by
challenging my decisions.?? ?? When will the CFI's
and CP's be allowed to exercise the authority they
were given? When theyare to be held responsible -
they must also hae the authority to take action
and make decisions, even outside the written
guidelines on occasions. CASA are noted for the
occasion they re write - re interperet the rules.
Your right I have reached my use bydate!
Hooray"
Participant 002749
"Iff CASA don’t ?? Aviation in australia
the us/aussie $ will."
Participant 002752
"CASA must be made accountable under common
law. There is too much authority ?? By untouchable
public servants."
Participant 002753
"This is the first I have heard of AIR SAFETY
AUSTRALIA. Could you please send information with
regards to this organisation to me, as I no longer
own an aircraft nor member of AOPA."
Participant 002754
"Ashamed to admit I am unsure if I am a
member already but would certainly like to
be."
Participant 002757
"I am not sure if I am a member."
Participant 002758
"I can't remember if I have signed up as a
member of AIR SAFETY AUSTRALIA or not. If I am not
a member I would like to become one."
Participant 002762
"Aviation in Australia cannot continue to pay
for the constant fight on numeroous front to stop
beaurocratic reform. This is nothing to do with
safety."
Participant 002763
"Very concerned about CASA driven aviation
reform. Any change should only be made a genuine
redirection in complexity and real improvement in
safety of existing regs."
Participant 002765
"I appreciate your constant policing of
CASA's sins against private aviatiors in
Australia."
Participant 002770
"It's enough to drive you away from
aviation."
Participant 002771
"Have a proper series pf discussions with
avition operators before changing anything and
only change or modify if necessary. Listen to
people and take notice."
Participant 002773
"Thank you for the opportunity to vote. They
are making too many changes that confuse the ??
Pilot"
Participant 002775
"Why don’t we move to move all these new
added too regulation? We should simplify and
reduce not add to something bad!! The courts
should decide on guilt not CASA, lets restart with
FAA's as a base."
Participant 002777
"Even though CASA is a long way from perfect.
I think the ministers department have enough on
their plate."
Participant 002783
"CASA must not - cannot - do reform
job."
Participant 002787
"Good on you - keep stirring"
Participant 002790
"Thank you very much for your efforts on our
behalf"
Participant 002791
"Could I suggest that a way of making sure
that AD's gets to the person responsible for the
maintenance is to have their name and address
entered on the certificate of registration as well
as the normal owner."
Participant 002802
"Boyd, in this matter I trust your judgement,
please number my ballot paper as you would your
own."
Participant 002805
"Hi how are you"
Participant 002814
"I fully support Boyd Munro and AIR SAFETY
AUSTRALIA actions directions and efforts in making
aviation better safer and simpler on the future of
the reform of Aviation Regulations"
Participant 002816
"I cannot trust CASA for a number of reasons
3 of which follows :- CASA receives reports of my
indebtedness to airservices etc so they tell me
and where else I do not know and Ansett loses 1.3m
per day. So much for financial viability.
CASA are unfair in regard to cao48.1 exemtion.
They have removed mine and I am locked up to
charter contracts witjh Maynes logistics while
other operators continue with theirs. They are
unreasonable and unprepared for their actions as
in the PA31 350 ad REAR STABILISER spar
replacement when stock is simply not
available"
Participant 002821
"I am not totally happy with any of the above
options. I think there should be a reform program
to change some of the ridiculous and archaic rules
that we currently have but the reform should be
done by a committee representing all forms of
aviation. The committee members should have
relevant "hands on" experience in the
form of aviation that they are representing."
Participant 002831
"CASA has proved beyond reasonable doubt that
it is incapable of reforming anything, and is
simply involved in self-protection and burgeoning
bureacracy, for whatever reasons. The industry,
and GAin particular, has lost all faith in CASA,
and has no respect for CASA whatsoever. In my view
the problem stems from the Office of Legal Counsel
in CASA, where relatively inexperienced lawyers
are attempting to plug leaks and protect
theirarses with ill conceived leglslation
discguised as "reform". We have the
proof of this in the fact that when they
"adopt" foreign legislation, certain key
words are altered so as to completely distort the
legal effect of teh Australian legislationThe
reform process has been corrupted and should be
stopped pending a Senate Inquiry."
Participant 002833
"Remarks: My view is that none of the above
responses are likely to produce a solution fair to
all parties. I think that a group should be made
up of a representative committee which comprises
Industry-Private,Commercial and CASA nominated
personal all of equal input with a Chairperson
with a casting vote. These recommendations should
also be supported with sound reasons for change
and open to scrutiny. The recommendations then are
passed onto the Minister for implementation. The
committee should also be made to report actual
progress so that their performance can benchmarked
and obliged to progress to a finite conclusion in
a given practical time frame. The objectives
should be to produce a workable and fair document
taking into account similar systems which have
already proven effective in other countries and to
promote a flourishing Australian aviation
industry. I hold a FAA endorsement on my licence
and have 40 hours flying light aircraft in USA.
Thanks for the information and opportunity to
express my humble "Weekend Warrior
Views"."
Participant 002834
"Sensible and practical aviation reform MUST
go ahead, but it MUST be controlled and run from
the Minister's Office. Minister Anderson has been
seriously remiss in his running of this portfolio.
CASA bureaucrats have shown themselves to be
incapable of proper consultation with the Industry
and the propensity to draft useless punitive
legislation such as EVU, AOC'sfor the ultralight
movement, changes to C of R Registry etc etc ad
nauseum, do NOTHING to enhance safety.Australia
has more useless legislation than either the USA,
UK, Canada or NZ, yet by comparison we have a
pathetic safety record. CASA MUST be controlled
and do the bidding of our elected
representatives."
Participant 002835
"Remarks: Good luck! I sat next to a
previously 1st Class Ansett passenger , an SA
Government "FatCat" on Virgin to Sydney
yesterday, and he was so upset! The seats were too
close, and this was really below his status! Just
like most of our problem, but it is so much a part
of their lifestyle they will always fight harder
than us to maintain it!…We need to look at the
big picture...privatisation of the department is
the only long term solution, as it removes the
need to daily fight with a self preserving system.
We need to encourage them into the belief that
they are so good at what they do (they already
know that don't they!) that they can make lots of
money, and live like kings under a privatised
department!....Encourage them into the real
world!"
Participant 002840
"Reform should be stopped if no further
advantageous changes can be effected"
Participant 002842
"Before any further reform, the purpose and
goals of any possible reform need defining. Once
this purpose and goals are defined.then the
authors of any proposed reform must show how their
reform meets the agreed purpose or goals. If this
can't be done, the reform should automatically be
dropped."
Participant 002846
"How much more time must the aviation
community continue to have to spend in fighting
CASA on issues such as the New Registration
System, to name only one. Should this proposed
"draft" become law it will solve
nothing, it will make people criminally liable who
are not, and will create another bureaucratic
nightmare of paperwork for people already spending
excessive amounts of time "filling in
forms", instead of tending to their
businesses. Change for the sake of change seems to
be the reason here; or is CASA's real agenda to
create more jobs within its already bloated
Department on committees investigating
change?"
Participant 002847
"Keep up the great work!"
Participant 002851
"the use of draconian laws (regulatory) is
out of hand. Time to review."
Participant 002852
"There should be a national industry forum
convened to produce a manifesto to be."
Participant 002853
"Throw out CAO, CAR - Use FAR's - Slowly
(+carefully) introduce CAO CAR CAA (where
appropriate) into FAR's"
