THE
TRADITIONAL AUSTRALIAN FLIGHT MANUAL
BECOMES
ILLEGAL ON 17th AUGUST 2000

The
unique Australian Flight Manual has not been
compulsory since 16th August 1999.
At present it is one of a number of
alternatives which may be used, but only until 16th
August 2000.
After that the unique Australian Flight
Manual is ILLEGAL, no longer an acceptable
alternative, and must be replaced.
The position is outlined in CAAP 54-1.
I
think this is a serious failure of representation
and education by AOPA.
The new alternative forms of Flight Manual
certainly offer benefits.
But not everyone needs or wants those
benefits. For
those who don't, the new Flight Manual system
represents just one more needless change - and
expense. The
greatest cause of attrition of private pilots is
the difficulty of keeping up with constant change.
We should have had a much longer period of
time in which we were still allowed to use the old
unique Australian Flight Manual if we wished,
instead of the present "sudden death"
situation.
I
also think AOPA Magazine should have had a few
less articles about lawyering and an article or
two about how real people have satisfied CAAP 54-1
in respect of real aircraft.
There are thousands of sources of printed
information about lawyering but, as far as I am
aware, not one single source of printed
information about how one single real person has
satisfied CAAP 54-1 in respect of a real aircraft.
But
my opinions are irrelevant because the new system
is in place and all unique Australian Flight
Manuals must be replaced in less than two months,
and AOPA Magazine has maintained total silence on
the issue.
It
appears that not every aircraft owner is aware of
the need to replace Flight Manuals by 16th
August, that few know exactly what has to be done,
and very few have actually done it so far.
I claim no expertise myself, because I only
became aware of this problem a few days ago - but
by working together we can minimize this problem.
I am therefore putting together a free
co-operative Information Package to ease the
transition to the new system, and I ask for your
help. This
information package will contain information about
what real people have done to satisfy CAAP 54-1 in
respect of real aircraft, and names and phone
numbers of people who can provide the necessary
Pilot Operating Handbooks, Placards, and so on.
Please
